摘要
本文比较了区域贸易协定中有关国际服务贸易和国际投资方面的服务贸易总协定(GATS)类型和NAFTA类型,分析了NAFTA类型的基本框架,并对NAFTA类型在实际区域贸易协定中有关跨境贸易和投资定义、产业分类方法以及不符措施等方面的基本特征进行了具体阐述,最后提出了中国(上海)自由贸易试验区先行先试的制度设计取向。
Based on comparison between two types of general agreement on trade in services,GATS-type & NAFTA-type,on international trade in services and international investment,under regional trade agreements,this paper focuses on the basic framework of NAFTA-type agreements and also expounds in details some essential features ranging from definitions of cross-border trade and investment,industry classification methods to non-conforming measures. The paper concludes with the suggestion for system design orientation that is to be taken by China( Shanghai) Pilot Free Trade Zone.
