摘要
解决农村经济发展徘徊不前问题的关键就是要从生产力发展的客观需要出发逐步建立和推行农村土地经营权的流转制度,以制度创新来改变已不再完全适应农村生产力发展客观要求的现行土地经营模式,实现农村生产力的再次解放和农村经济发展的第二次飞跃。
The key solution to deal with the passive situation of the lingering of the rural economic development is to set up and carry out a transferring system for rural land operation so as to meet the actual needs of productivity's development. We should create a new system to change the present rural land operating model which can't meet the needs of productivity's development. Only with this,can we realize another liberation of rural productivity and achieve the second leap of rural economic development.
