摘要
人的知识、技能是人力资本投资的结果。人力资本的特性在于自身增殖性,它的价值通过市场流动来实现。人力资本流动是其所有者为满足自己需要与自身愿望的一种行为选择。人力资本流动全球化是世界经济发展的必然趋势。中国应采取各种相应对策,接受人力资本流动全球化的挑战,积极参与经济全球化的进程。
The human knowledge and skill are the results of the investment of human resource capital. The character of human resource capital consists in its self-proliferation, and its value is realized through market flux. The flux of human resource capital is a behavior choice made by its owner to meet his own needs and desires. The globalization of this flux represents an inevitable tendency of vigorous economic development. As it exerts all sorts of influences on us, we should meet the challenge from the globalization of the flux of human resource capital by adopting corresponding countermeasures and actively participate in the process of economic globalization since we have become a member of the World Trade Organization.
