摘要
国家科技计划是中央政府有目标、有步骤、有组织、有措施地在全国范围内开展科技研发活动的基本组织形式,是国家执行其科技政策的基本工具,是体现国家意志、弥补市场不足、实现科技资源合理配置的重要手段。本文根据国家科技计划的基本分析方法,论述了美国先进技术计划的产生背景,及其战略定位。说明了美国先进技术计划的基本管理模式,最后分析了美国先进技术计划对美国经济的影响。
National science and technological planning is a basic form of science an d technology research activity organized nation -wide by the centra l government with objective,approa ches and measures.It is a basic tool t o enforce national science and technology policies,while plays a very imp ortant role in reflecting state voli tion,mending market deficiency,as well a s realizing appropriate science and technology resources allocation.B ased on the essential analysis method of national science and technology planni ng,this paper discusses the backgro und for the development of US ATP and its stra tegic orientation.It also analyzes the principle management model of US ATP and its impact on US economy.
