摘要
中国经济发达地区和贫困地区都存在贫困问题。和贫困地区相比较 ,发达地区的贫困问题有其独有的特点 ;自然资源不足、土地的级差、人力资源和资金的不足是导致贫困的主要因素。而通过加大人力资本投资、进行农田基本设施建设、继续实施异地移民开发。
Poverty problem exists both in developed areas and in distressed areas.However,the poverty problem in the developed areas has its own characters.Main reasons which lead to the poverty are the lack of natural resources,the differenation of land,and lack of human resources and capital.This paper holds that the poverty problem in developed areas can be gradually solved by increasing investment in human resources and capital,carrying out basic field construction,practicing immigration policy, and setting up small amount loan programs.
