After World WarⅠ, the relation between U.S.A. and Europe has been already inseparable. Because the peaceful arrange has failed to realize the plan that U.S.A. lead world, Republican Party government has not joined the league of Nations, but implemented any political isolationism policy that was not charged with obligation for Europe in the 1920s. However, in fact, driven by one's own interests, U.S.A. utilized its strong economic force to develop economic diplomacy actively, get involved in the affairs of the world more widely than before in the 1920s. Dawes Plan that U.S.A. put forward showed the operation form of U. S.A. economic diplomacy and its great influence in the international relations at that time fully.
