摘要
科研院所转制是我国科技体制改革的重大举措 ,在转制过程中存在许许多多的问题。作者从科研院所的组织特点入手 ,分析了技术开发型科研院所与一般组织的不同之处 ,归纳出他们转制过程中的一些共性问题 ,在此基础上提出了解决这些问题的对策 ,还特别指出了科研院所转制与国有企业改制的不同之处 ,主张科研院所转制中要充分发挥其特有的优势 ,采取有别于国有企业改制的途径 ,以便取得更佳的转制效果。文中还简要介绍了某科研院所转制过程中的具湾做法和取得的初步成果。
s:The change of research institutes′ system is a great move in restructuring the system of science and technology in our country. Many problems emerge in the course of system changing. This article, starting from the study of the specialties of these institutes, analyzes the distinctions between these institutes and normal groups and sums up the common problems of the institutes in their system changing. Then it suggests several counter measures to solve these problems. The authors especially point out the differences between the institutes′ system changing and the state owned enterprises′ reforming. It is proposed that the institutes should take advantage of their organization and find a special way differing from the state owned enterprises′ reform during their system changing in order to get a better result. An example is cited to illustrate the way and the result of institutes′ system changing.
