可持续发展的中心问题是人的问题。人的素质的缺憾———科技和文化素质的平均水准不高及价值取向的偏离是造成人类目前困境的根本原因 ;全面提升人的素质是实现可持续发展的基础和前提 。
The key problem in sustainable development is the quality of Humanity.The defect of this quality--lowering technogical and cultural qualities and degrading social values--is the basic cause for the present situation.Fostering people's qualities is both the base for the sustainable development and the greatest goal of the sustainable development.\;
