摘要
社会秩序和谐运转 ,需要合理配置权利结构。在权利配置的两种主体中 ,政府主导权利配置存在着对企业决策的替代并抑制了企业创新。因此 ,如何有效地合理配置权利结构 。
The harmony of the public order needs a rational distribution of power. In the two bodies of the distributions of power, the governmental leading power is present in the enterprise decisions, and checks the enterprise innovations. Thus, how to distribute the power effectively and reasonably is the key to the enterprise innovations.
