摘要
文章认为 ,“四矿”问题对经济发展和社会稳定的影响不亚于“三农”问题。矿业同农业一样 ,既是重要的基础产业 ,又是弱势产业 ;矿山企业属于最困难的一类企业 ;矿工同农民一样属于弱势群体 ;矿业城市存在着“矿竭城衰” ,“洞老山空”的隐患。提出和认识这些问题 ,意在引起政府和国人对“四矿”问题的重视。以便调动全社会的力量扶持矿业。
The article considers that the problem of 'four mines' (mining industry, mine, miner and mining city) and the problem of 'three agricultures'(agriculture, peasant and rural area) have the same influence on economic development and social stability. Mining industry, just like agriculture, is both important basic industry and weak industry. Mines is part of the most difficult enterprises. Miners, like peasants, are part of weak group. The mining city exists hidden trouble- the mining city will be on the decline with the exhaustion of mine resources. The government and people should attach importance to these problems. The article aims to bring the strength of the whole society into play to support mining industry.
