摘要
土地政策效果评价是土地政策运行过程中的一个重要环节。它具有三个方面的作用 :一是决定土地政策废、改、立的主要依据 ;二是合理配置政策资源 ,提高政策效益的重要手段 ;三是提高土地政策质量 ,实现决策科学化的必由之路。从特征来看 ,主要有评价活动的综合性、评价方法的多样性、综合评价内容的诊断性、评价信息的反馈性、评价问题的针对性。从评价类型来看 ,通常分为正式评价和非正式评价、内部评价与外部评价、预评价、执行评价与后评价、定性评价和定量评价。从评价标准看 。
Effectiveness evaluation is an important aspect in the operation of land policy. It has three main functions: (1) basis for abolishing, amending and formulating land policy; (2) important means of allocating policy resources rationally and improving policy effectiveness; and (3) the only way of increasing land policy quality and making decisions scientifically. In terms of characteristics, it involves comprehensive activities, diverse methods, diagnostic contents, feedback information and pertinent problems. As to types, there may be formal or informal evaluation, internal or external evaluation, pre-evaluation, executory evaluation or post-evaluation, and qualitative or quantitative evaluation. And the criteria for evaluation may be general or specific.
