摘要
目前，解决防洪问题已不仅仅囿于工程措施治理范围，而应作为一个将自然环境、技术科学和社会经济等方面结合在一起的系统工程来对策。基于这一观点，就泾河干流陕西段防洪问题进行了初步探讨。
The flood control should be considered as synthesis measures, including natural environment, technology and social economy, instead of only the engineering measures. Dased on this point of view, the flood control problems of the main stream of the Jinghe River are discussed for the sections in Shaanxi Province.
