本文介绍了网络发生拥塞的原因 ,提出了拥塞控制的基本策略及拥塞控制的加增
The article introduces the causes of net block and comes up with some basic tacties to control the block as well as the concrete analysis of the computing of adding , multiplying and substracting of net block.
