摘要
通过对《公共行政的精神》这本书中的问题意识、核心命题和关键性概念的体认与解读,得出中国转型期的公共行政改革可适当借鉴《公共行政的精神》重申公共价值的理念要旨。转型重在转念,中国转型期需要重申公共行政精神,重视本质性思维,但要基于中国转型期的大国现实进行合宜的选择而非直接照搬弗里德里克森的理论体系与结论。
According to‘The Spirit of the Public Administration',the book's problem consciousness,the core proposition and key concepts of recognition and interpretation,can be drawn,in Chinese transition period,the reform of public administration properly used' The Spirit of the Public Administration' reiterated that the public value concept. In the process of social transformation,change of ideas is very important,so Chinese transition period need to reaffirm the spirit of public administration,the essential thinking. But,we should be according to the China transition country reality,which are available and not directly copy these theories and conclusions from H.George Frederickson.
