摘要
分析了国内多数运行单位在实施电力调度自动化系统过程中遇到的问题及认识上的误区 ,对建立电力调度自动化主站系统总体测试评价体系的原则及作用作了说明。介绍了电力调度自动化系统进行测试评价时需在技术和非技术方面考虑的主要内容及测试步骤。说明建立一个科学、全面、实用、可操作性强的电力调度自动化主站测试评价体系 ,是一项复杂、艰巨、庞大的系统工程 ,需要多个部门共同努力 ;建立这样一个测试评价体系是可行的 ,也是非常必要的 ,而其存在的问题可以逐步解决。
Based upon a long term practice in electric power automation and by analyzing the problems arisen in system engineering,the misunderstandings in it are pointed out.The principles and functions of the establishment of general test and assessment system for master station of SCADA/EMS are explained,and the procedures and main considerations during its system test and assessment on both technical and non technical issues are introduced.To establish a scientific,complete,practical and operable test and assessment system is a complicated, difficult and enormous systematic engineering,but it is necessary and also feasible.The existing problems can be gradually solved.
