摘要
:中国特色的国企改革 ,是在保持中国社会稳定的前提下 ,围绕着有利于建立社会主义市场经济、坚持公有制为主体地位而进行的。 90年代国企改革有三个主要特点 :一是国企改革必须与再就业、建立和完善社会保障工程同步 ;二是国企改革在中共中央密切注视下严格按政策有序进行 ;三是在国企改革中有进有退 ,公有制实现形式可以多样化 。
The reform of state enterprise with Chinese feature is carried out on the premise of keeping the society stable, surrounding the work that benefits socialist market economic construction and upholding public ownership as the main position. In the period of 1990s the three main special points of state owned enterprise reform are: 1.The reform of state owned enterprise must be carried out simultaneously with the workers' re employment and the establishment of social security.2.It must be carried out orderly and seriously according to concerned policies under the close notice of the Central Committee of the CPC. 3.During the reform period there may be advance or retreat, so the realizing forms may be diversified but by no means be privatized.
