摘要
《西藏学文献丛书别辑》收录的《解决藏事说贴》为著名方舆学家石荣暲收藏,作者为北洋政府驻藏办事长官陆兴祺。在北洋政府档案中保存一份完整的《说贴》档案。一战接近尾声,英国向中国政府提出解决西姆拉会议遗留下的条约问题,要求召开中国、英国和中国西藏地方当局参加的所谓"三方会议"。北京政府不得不邀请国内有关专家和外交官员在北京召开藏事会议。1921年10月,常驻印度加尔各答的陆兴祺受邀来到北京参加藏事会议。为应对英国图谋,陆兴祺向外交总长颜惠庆条陈解决藏事说贴,建议在华盛顿会议上提交西藏议案。
Suggestions on Dealing with Tibet Affairs collected in Another Collection of Tibetology Document Series is collected by ancient geographic scholar Shi Rongzhang, the author was the official from the Beiyang Government in Tibetan Lu Xingqi. An unbroken record was kept in Beiyang Government files. At the end of World War I, the Britain requested the Chinese government to deal with the treaty problems left from the Xilamu meeting, asked for a "tripartite talks" among Britain, China and the local authority of Tibet. Beijing government had to invite experts and diplomats for a Tibetan affairs conference. In October 1921, as the permanent official in Culcutta, Lu Xingqi also was invited. upon Britain’s purpose, he submitted to the chief diplomat Yan Huiqing his suggestions of presenting Tibet proposal at Washington Conference.
