摘要
文章利用1986年至2009年城镇住户调查数据,讨论了我国城镇高等教育机会的变化特征,在估计接受高等教育机会的概率模型结果的基础上,对高等教育机会的省际差异和省内差异进行分解。文章研究结果发现,高等教育机会差异不仅存在于省份之间也存在于省份内部,比如省会城市与非省会城市之间。这意味着高等教育机会公平性不仅要关注录取率的省份差异性,也应关注省份内部基础教育的质量差异。
Using the data from household surveys in urban China from 1986 to 2009,this paper analyzes the dynamic changes in the opportunity of college admissions.We conduct a decomposition analysis on intra -and inter -provincial inequality of opportunities of college admissions based on a series of Probit models on the probability of college admissions.Compared to the existing belief that there exists a substantial inter -provincial inequality in the opportunities of college admissions,we also find a considerable intra -provincial inequality;the inequality between the capital city and other cities/prefectures within a province is basically as serious as the inter-provincial inequality in college admissions.This implies that the policy consideration on equal opportunities of college admissions should not only focus on the allocation of college enrollment quota across provinces but also the equality of elementary and secondary education within provinces.
