摘要
本文梳理了《标准化法》对团体标准的相关要求,提出了对团体标准化的监管要实行政府监管和社会监督相结合、事中监管和事后监管相结合、正面激励和负面惩戒相结合的模式;研究了国外团体标准自我规制的做法以及国外政府和国际国外标准组织对待团体标准的态度;在此基础上,提出了我国团体标准化监管的建议。
This paper analyzes the requirements of social organization standardization listed in the Standardization Law of China, proposes that the supervision of social organization standardization should be based on the combination of government supervision and social supervision, in-event supervision and after-event supervision,positive incentives and negative punishments. This paper studies the practice of self-regulation of SDOs overseas and the cooperation between the formal standardization organizations and SDOs. Based on the above study this paper put forward some suggestions on the supervision of social organization standardization in China.
