摘要
太空是不受任何国家主权管辖的完全开放的公共空间,所有国家都享有和平与平等利用太空的权利。随着人类开发和利用太空的活动不断增多,太空碎片问题日益严峻,近地太空环境面临因碎片垃圾充斥而造成可供利用的频轨资源日渐枯竭的"公地悲剧"。虽然国际社会为应对太空碎片问题作出了诸多努力,但太空环境治理体系面临的结构性冲突,导致太空环境治理处于失灵状态。太空环境问题已经成为全球治理亟待重视的议题。应对太空环境治理的中国方案,应以人类命运共同体理念为指导,秉持和平发展、平等共享的原则,建立多中心、宽领域的新型太空治理体系,搭建平台协同供给太空环境治理的国际公共产品,构建基于太空命运共同体理念的新型太空治理体系。
Outer space is a completely open public space that is not subject to the sovereignty of any country. All countries have the right to use of space peacefully and equally. As the developmental activities and the uses of space continue to increase,the problem of space debris is becoming more serious. The near-Earth space environment faces the "tragedy of the commons"caused by the increasingly exhaustion of available resources of frequencies and tracks due to the widespread waste of debris. Although the international community has made many efforts to deal with the problem of space debris,the structural conflicts faced by the space environmental governance system have led to the failure of the space environmental governance. The issue of space environment has become an issue that needs urgent attention in global governance. China’s solution to deal with space environment governance should be guided by the concept of the community of common destiny for all mankind,by adhering to the principles of peaceful development as well as equality and sharing,establishing a new multi-centered,wide-ranging system of space governance,and building a platform to coordinately provide international public goods for the space environment governance,to construct a new space governance system based on the concept of the community of common destiny for mankind in space.
