摘要
供需关系并非处于静态,而是在结构上处于不断调整变化的动态过程中。供给不仅要沿着需求侧要求去适应和调整,关键还在于通过供给侧转换升级创造更多的有效供给以引领需求,拓展有效需求的规模及结构,达到更高层次的供需平衡。推进供给侧结构性改革实现的根本路径在于要素资源优化配置、技术创新和应用,提升全要素生产率,助力经济持续增长。必须健全产权制度体系以激发和保护企业家精神,为推进供给侧结构性改革夯实微观基础提供重要的制度保障。
The relationship between supply and demand is not static,but a dynamic process of constant adjustment and change in structure totally.The supply is not only to adapt to the requirements of the demand side,or to adjust and change itself to conform to the structure of requirements according to the change in demand.The key point lies in creating more effective supply through the supply-side technology innovation and application to cause the demand to happen,and expanding the scale and structure of the effective demand,and constantly achieving the balance of supply and demand at a higher level.The fundamental approach to push the structural reform of supply side is to boost total factor productivity so as to push long-term growth of economy through optimizing the allocation of factor resources,technological innovation and application.For accomplishing it,as the most important institution guarantee the well-established system of property rights must be taken hold to stimulate and protect the entrepreneurial spirit,and to lay a solid foundation for the structural reform of the supply side.
