摘要
全球化浪潮以及从近代以来形成的中西之间文化势差,导致了非西方世界中的一些后发现代化国家的文化安全问题。在应对西方发达国家文化霸权的过程中,后发现代化国家由于存在民族生存危机和政治经济社会危机的巨大压力,极易走向两个极端,即要么走向全盘西化,民族文化自信丧失;要么走向文化保守主义,意识形态保护泛滥。1949年新中国成立后,中华民族的生存危机逐步弱化,由于儒家文化共同体与西方基督教文化共同体的性质差异,以及中西方关于国家现代化道路在理解上的巨大差异,中西文化价值观的冲突逐步走到了国家战略的前台,并内化为国家意识形态管理的现实基础。在21世纪全球化日益深入、文化与经济一体化的宏观视野下,后发现代化国家与西方文化强国在文化上相互借鉴,交融互补,以利用西方科学技术的"溢出效应"实现后发优势,其正在取代文化保守主义和文化孤立主义,成为民族国家的文化战略的立足点,也由此构成全球化背景下保障国家文化安全的根本措施。如果不严格区别作为学术概念的文化安全与作为国家战略概念的文化安全,一旦将仍然处于学术讨论中的国家文化安全概念上升为国家战略性概念,就可能因为其政策指向不明确和政策边界不明晰而极易受到民族主义和文化保守主义的牵引,进而陷入泛意识形态保护的陷阱。因此,有必要深入讨论文化安全作为国家战略性概念的内涵与局限,借鉴中外历史上"文化开放则兴,文化封闭则衰"的文明兴替镜鉴,科学理性讨论新时代国家文化政策的目标和原则,建立有助于推进中外文明交流互鉴、提升我国文化开放水平的国家文化政策框架,以增强中国文化软实力。
The wave of.globalization and the cultural gap between China and the West formed in modern times have led to cultural security issues in the late -modern countries of the world.Some late -modernized countries in the non - Western world,is easy to go to the two extremes,that is,to go to the full Westernization and lost national culture confidence;either to cultural protectionism and the proliferation of ideological protection because of enormous pressure of the national survival crisis and the economic crisis that existed in the process of coping with the cultural hegemony of the western developed countries.After the founding of the People's Republic of China in 1949,the survival crisis of the Chinese nation gradually weakened.The difference between the Confucian cultural community and the Western Christian cultural community,and the differences between China and the West on the understanding of the country's modernization path,leading the conflict between Chinese and Western cultural values gradually came to the forefront of the national strategy,and internalized into the realistic basis of national ideology management.However,with the globalization trend in the 21st century is deepening and the earth is connected into a "community of human destiny", the late -developing countries and Western cultural powers are learning from each other in culture and complementing each other,which is replacing cultural conservatism and cultural isolationism.It has become a fast -developing road for the nation -state,and thus constitutes the fundamental guarantee for national cultural security.The essence of national cultural security is the maintenance and continuation of the cultural traits of the existing national states under the background of differences in cultural values of different ethnic countries,and the state in which the sustainable development of the national culture is not subject to major threats or subversive destruction,which is an academic discussion,once it has risen to the national strategic concept,has falle
