摘要
创新发展是普通地方高校实现内涵式发展的战略选择和必然要求。普通地方高校的创新发展不仅面临挑战,还存在自身特殊困难。深刻理解创新型大学的内涵与意义、积极更新教育思想观念,是实现创新发展的前提条件;理顺政府与学校之间权责关系、落实高校办学自主权,是实现创新发展的外部治理条件;推进内部决策民主化、科学化,激发师生员工积极性、主动性和创造性,是实现创新发展的内部治理条件;利用现代信息技术和手段实现管理与服务的现代化和规范化,是信息时代创新发展的重要保障;面向社会深度开放,促进办学能力提升与经济社会发展协调统一,是实现创新发展的目标和价值取向。
Innovative development is the strategic choice and the inevitable requirement for the development of ordinary local universities. Innovative development of ordinary local universities faces not only challenges but also their own difficulties. Understanding the connotation and significance of innovative universities,and actively updating the idea of education are the prerequisite for innovative development. Combing the relationship between government and university and implying the autonomy of universities are the external governance conditions for innovative development. Promoting the democratization and scientification of internal decision-making,arousing the enthusiasm,initiative and creativity of teachers and students are the internal governance condition for innovative development. Modern information technology and means are used to help to realize the modernization and standardization of management and service,which is an important guarantee for the innovative development in the information age. Opening to the society and coordinating the ability of running school with economic and social development are the goal and value orientation for innovative development.
