摘要
通过泰国普吉岛沉船事件,分析海外中国公民救助和权益保护的过程和机制,得出以下结论:第一,体现了我国"以人为本,外交为民"的理念,同时反映了存在的问题,如安全提醒略显滞后,公民安全意识与自救能力欠缺等;第二,我们必须就海外中国公民权益保护存在的问题做出一些反思;第三,海外公民权益保护机制的建设需要多层次、多部门、多领域的共同努力,并要充分发挥当地政府和民间力量,尤其是华侨华人的作用。
By analyzing the process and mechanism of overseas Chinese citizen rescue and rights protection in the shipwreck case in Phuket,Thailand,the following conclusions can be obtained. First,it conveys the idea of China’s "People-oriented Diplomacy for the People",and reflects the existing problems,such as the slight delay in security alert,the lack of safety awareness and self-rescue ability. Second,it’s vital to reflect on the problems that exist in the protection of overseas Chinese citizens’ rights. Third,on the construction of the protection mechanism,we need to joint efforts at multiple levels,departments and fields,and take full advantage of the assistance of local governments and non-governmental forces,especially the overseas Chinese.
