摘要
依据政府购买社会组织服务的风险发生阶段可以将风险划分为运作过程风险和运行结果风险。按照风险矩阵方法通常对风险等级的划分,可以将政府购买社会组织服务的风险等级分为4类:1-3为可接受风险,4-9为一般风险,10-12为重要风险,15-25为重大风险。在风险矩阵视阈下,运用半定量后果准则和可能性准则开发风险矩阵问卷,对政府购买社会组织服务的风险进行实证研究。研究发现:社会组织对风险评估的等级存在着差异,政府购买社会组织服务需求脱节和公共性弱化的风险等级为9,社会组织提供公共服务效率不高和社会组织垄断公共服务的提供的风险等级为12,政府对社会组织提供公共服务行为监管不到位的风险等级为16。同时发现,社会组织与政府是否建立合作关系和社会组织对风险的评估具有负相关关系。因此,防范政府购买社会组织服务的风险应重点关注:加强政府对承担购买服务社会组织的监管、建构社会组织间的竞争性和规范政府购买社会组织服务。
According to the risk occurrence stage of government purchasing social organization services,the risk can be divided into operation process risk and operation result risk.According to the risk matrix method,the risk level of government purchasing social organization service can be divided into 4 categories:1-3 is acceptable risk,4-9 is general risk,10-12 is important risk,and 15-25 is significant risk.From the perspective of risk matrix,the risk matrix questionnaire is developed by using semi-quantitative consequence criterion and possibility criterion to empirically study the risk of government purchasing social organization services.It is found that there are differences in risk assessment of social organizations.The risk level of disjointed demand and weakened publicity of government purchasing social organization services is 9.The risk level of inefficient public service provided by social organizations and monopoly of public service provided by social organizations is 12.The risk level of inadequate supervision by the government on the provision of public services by social organizations is 16.At the same time,it is found that there is a negative correlation between the establishment of cooperative relationship between social organization and government and the evaluation of risk by social organization.Therefore,the risk of preventing the government from purchasing social organization services should be focused on:strengthening the government's supervision on the social organization undertaking the purchasing services,building the competition among social organizations,and regulating the government to purchase social organization services.
