摘要
标准化工作流于形式、标准与实施"两张皮",已成为影响我国标准化工作深入开展的主要问题之一。文章选择12个标准化实现过程中的影响因素,利用解释结构模型(ISM)建立了一个5级多层次结构模型,在此基础上深刻分析影响标准化实现的直接因素和根本因素。结果显示,使用者积极性和标准化意识低是直接影响因素,标准化体系不完善、战略不清晰、相关部门工作不到位等是阻碍标准化工作深入开展的根本影响因素。
Standards and its implementation has been "two skins" of our country’s standardization work development. It is the main issues to influence China’s standardization work development. This paper chooses 12 influencing factors of the process of standardization, establishes a five-level structure model by using ISM, then analyzes the direct factors and fundamental factors that influence the standardization realization. The results show that low motivation and low standardization awareness of the users are the direct influence factors;the imperfect standardization system, the unclear strategy and the lack of work in the relevant departments are all the fundamental factors that hinder the further development of standardization work.
