摘要
自20世纪80年代起,"地缘政治"在中国外交话语体系中经历了三个阶段的变化——逐渐接纳与单一寓意时期、广泛使用与两种寓意并存时期、反复调试与拒斥时期,在这三个阶段中"地缘政治"始终未能成为中国外交话语体系中的高频词语和主流的战略性概念,而自2015年以后,"地缘政治"在中国外交话语体系中开始被强烈拒斥。究其原因主要有四:首先是因为"地缘政治"这个概念歧义过多且背负着沉重的历史包袱;其次是因为"地缘政治"不符合外交话语上升为外交话语权的条件;再次是由于近期部分国家对中国的一些对外政策和行为感到疑惧,在外交话语中拒斥"地缘政治"能够增信释疑;最后是由于地缘政治因素的效用被各种新因素、新条件所削弱,古典地缘政治逻辑和思维还能否适应当代与未来存在着较大的疑问。但是本文认为地缘政治因素在当代并未失效,只是其维度变得更广、内涵更加复杂,古典地缘政治逻辑和思维对大国的决策层仍然有着较大的影响。对此,中国在外交话语体系中拒斥"地缘政治"而高举"全球治理"大旗的同时,一方面应充分认识到周边大国对地缘政治问题的特别关切,另一方面,应坚持和完善本国即将形成的海权强国的地缘政治身份,积极引领地缘政治与全球治理相结合。
Since the 1980 s, "geopolitics" in China’s diplomatic discourse system has experienced three stages :first,gradual acceptance and single meaning period;second,extensive use and coexistence of two meanings period;third,frequent adjustment and strong rejection period. In these three stages, "geopolitics" has never been the high-frequency word and the mainstream strategic concept in China’s diplomatic discourse system. Since 2015, "geopolitics" has been strongly rejected by China’s diplomatic discourse system. Four factors contribute to this phenomenon :firstly,the concept of "geopolitics" is ambiguous and carries a heavy historical burden;Secondly, "geopolitics " does not accord with the condition that diplomatic discourse rises to diplomatic discourse power;Thirdly,in recent years,there is a noticeable geopolitical color in China’s foreign policy and behavior,so rejecting "geopolitics" in diplomatic discourse can increase credibility and relieve doubts;Finally,the geopolitical utility has been weakened by the new factors and conditions,classical geopolitics and its logic and thinking are confronted with a great challenge. However,the paper holds that geopolitics isn’t out-date,the new factors and conditions make its dimension become broader,implication become more complex. And classical geopolitics and its logic and thinking still have a great influence on the decision-makers of great powers. In light of this,China should reject "geopolitics" and hold high flag of "global governance" in the diplomatic discourse system. On the one hand,China should fully recognizes the neighboring powers’ special concern for geopolitics. On the other hand,China should adhere to and improve its geopolitical identity of the great sea power,and lead the combination of geopolitics and global governance actively.
