摘要
伴随改革开放40年波澜壮阔的历程,混合所有制经济从最初的探索到新时期经济改革的"主战场",俨然已成为中国改革开放的有机组成部分。回顾四十年来的经验与成就,混合所有制经济围绕"完善治理、强化激励、突出主业、提高效率",走出一条中国特色社会主义产权改革和微观主体市场化之路。站在新的历史起点上,需要更加客观地评估和总结经验教训,认清改革过程中仍存在的内生动力不足、现实阻力较大、历史遗留问题较多、国资管理机制僵化和配套改革进展迟缓等障碍。对此,需要进一步坚定改革信心、明确改革范围、突出改革重点、规范改革程序、营造改革氛围,在新时代发展混合所有制经济的宏伟蓝图上,勾勒具有创造性和可行性的实施路径,进一步巩固和完善社会主义基本经济制度。
Along with the magnificent course of reform and opening up for 40 years,the "main battlefield"of the mixed ownership economy from the initial exploration to the economic reform in the new era has become an integral part of China’s reform and opening up. Looking back on the experience and achievements of the past 40 years,the mixed ownership economy has built a road of property rights reform and micro-subject marketization of socialism with Chinese characteristics around "improving governance,strengthening incentives,highlighting the main business,and improving efficiency. "Standing at the new historical starting point,we need to objectively assess and summarize the experiences,and must realize that we still have some obstacles such as lacking of internal motivation,having the actual resistance and history problems,the rigid state-owned assets management mechanism and the slow progress of supporting reforms. In this regard,it is necessary to further strengthen confidence in reform,clarify the scope of reform,highlight reform priorities,standardize reform procedures,and create an atmosphere for reform. On the grand blueprint for developing a mixed ownership economy in the new era,we should outline a creative and feasible implementation path to further consolidate and improve the socialist basic economic system.
