摘要
全面建成小康社会进程中"抓大不放小",对推进发达区域后进乡镇新型城镇化发展具有重要的时代价值。基于模式角度对发达区域后进乡镇新型城镇化发展模式进行探索,PPP能够整体把控和有效推进发达区域后进乡镇新型城镇化建设,提高发达区域后进乡镇新型城镇化的质量和效益。地方政府应重视后进乡镇新型城镇化发展,并以城乡协调发展为抓手,在规划设计、组织领导、统筹协调、制度创新等方面为后进乡镇新型城镇化发展提供有力支撑。
In the process of the building of a prosperous society in an all-round way, implementing the policy of "emphasizing serious cases and not ignoring mineral ones" has great time values in the promotion of new urbanization for later-developed towns in developed areas. Based on PPP model, exploring development modes of the new urbanization for later-developed towns in developed areas can holistically control and effectively advance the urbanization, improve the quality and efficiency of new urbanization for later-developed towns in developed areas. To this end, local government should attach great importance to the new urbanization for later-developed towns with commitment to the coordinated development of urban-rural areas, so as to provide strong support for the new urbanization for later-developed towns in such aspects as planning and design, organization and leadership, overall coordination and institutional innovation.
