摘要
本文基于2016年西北五省(区)地方政府性债务的数据和风险结构,构建了地方政府性债务风险指标体系,运用AHP层次分析法和模糊综合评价,对陕、甘、宁、青、新五省(区)地方政府性债务风险水平进行了实证检验和风险评估,并提出相应建议。
Under the "new normal" of economy,China’s economy has shifted from high-speed development to medium-high-speed development.While accelerating the sustained economic and social growth,local governments have been constantly expanding the borrowing scale,and there is a certain risk of government debt.Therefore,it is particularly important to establish scientific and effective local debt risk warning and evaluation mechanism.Based on the data and risk structure of local government debt in the five northwestern provinces(regions) in 2016,this paper constructed a local government debt risk index system,using AHP analytic hierarchy process and fuzzy comprehensive evaluation,carried out empirical tests and risk assessments on local government debt risk levels for Shanxi,Gansu,Ningxia,Qinghai,Xinjiang,made corresponding recommendations.
