摘要
采用环境DEA技术,考虑污染物的排放,对2003—2015年江苏省13个地级市全要素能源效率进行测度及分解,并根据Tobit回归模型,以金融资源配置、绿色金融发展为主要指标进行了城市全要素能源效率影响因素分析。研究发现:苏州、盐城的能源效率已达最优水平,而淮安、常州相对其他城市能源效率水平较低;资本投入、经济增长水平、对外开放程度对城市能源效率具有促进作用,而产业结构、资源禀赋和金融配置效率具有反向效果。在金融资源配置效率、环保投资、外商直接投资、政府干预、产业结构和资源禀赋等方面给出了提高江苏省城市全要素能源效率的建议。
In the premise of the emission of pollutants,the total factor energy efficiency of 13cities in Jiangsu Province from 2003 to 2015years was measured and decomposed by environmental DEA technology.Moreover,the factors affecting the total factor energy efficiency of the city were found out according to the Tobit regression model with financial resources allocation and green financial development as the main indicators.The study found that the energy efficiency of Suzhou and Yancheng has reached the optimum level,however,efficiency level of Changzhou and Huai'an is lower than other cities.The capital investment,economic growth,openness has positive effects on city energy efficiency, while industry organization,resource endowment and financial allocation efficiency has a reverse effect.Suggestions on improving financial resources allocation efficiency,environmental protection investment,foreign direct investment, government intervention,industrial structure and resource endowment are put forward to improve the total factor energy efficiency of Jiangsu Province.
