摘要
随着改革开放和社会主义市场经济体制建立、农村行政区划调整、税费改革展开、医疗卫生机构产权制度改革推进和卫生补偿政策调整 ,现行农村预防保健服务体系的外部条件和支持系统发生了重要变化 ,不能适应形势发展的要求 ,进行预防保健服务体系的再构不可回避地摆在面前。该文对再构原则、主要模式及其选择、服务体系保障及政策支持进行简要阐述。
As reform on opening policy and socialist economy market mechanism establishment,adjusting administrative district in rural area,deploying the reform of tax fee,promoting the reform of health institution property ownership system and adjusting health compensation policy, the exterior condition of prevention health service system and supporting system have changed significantly. It is inevitable to reconstruct the health prevention service system.This paper described the reconstruction principle, model and its selection, service system guarantee and policy supporting.
