摘要
通过对科技基础和科技环境的评价 ,提出了指标体系的设计原则以及设计思路 ,建立了区域科技基础与科技环境综合评价指标体系 。
Through the evaluation of S&T foundation and environment, the principle and idea of the index system are presented and the comprehensive evaluation index system of the regional S&T foundation and index system is formed. A comparative study is made concerning related data of Shaanxi province and Beijing.
