摘要
西方主流经济学中,经济效率源于个人价值判断基础上的个人效用最大化。私人品营销理念和公共支出决策理念遵循着由“生产导向”向“消费导向”的演进逻辑,都是经济效率的要求。市场经济中,公共品由于其非竞争性、非排它性,必须通过社会集中决策并由公共部门提供,公共支出决策效率很大程度上取决于公共选择效率。我国建立公共财政,同样面临公共选择问题,应转换公共支出决策观念以提高经济效率。
According to the mainstream Western economics,economic efficiency originates in individuals'utility maximization based on individuals'value judgement.The marketing philosophy of private goods and the philosophy of public payment decision -making follow the logic of evolving from'production orientation'to'consumption orientation',which is required by economic efficiency.In market economy ,because of its non-competitiveness and non-exclusiveness,Public goods must be provided by society and public sectors,and the efficiency of public payment decision-making depends on the efficiency of public choice to a great extent .The establish ment of public finance in China aso faces the problem of public choice.Therefore,we should change the philosophy of public payment decision-making in order to enhance economic efficiency.
