摘要
WTO正在争论的“环境与贸易”、“劳工标准与贸易”及“竞争政策与贸易”等新议题一旦形成多边协议 ,将对我国西部大开发带来新的挑战。西部地区的比较成本优势、产业演进模式、就业、竞争政策等面临严峻的考验。故必须做到未雨绸缪 ,进行必要的战略协调和产业选择。
A new series of talks under the WTO include 'Environment and Trade', 'Laborer Standards and Trade' and 'Competitive Policies and Trade', etc. If these new subjects under discussion once formulate a multilateral agreement, it will bring about new challenges to China western development. So we must take precautions, make the necessary strategic coordination and industrial choices.
