摘要
21世纪的西部大开发，人才是关键。因此，西部必须大力实施人才资源开发战略，在制定充分发挥西部现有人才作用、积极引进人才、大力培养人才和市场经济下促进人才合理配置等政策的基础上，通过实施积极调动现有人才积极性和大力引进外来人才，强化企业家的选拔、激励和淘汰机制，实施人才交流计划，发挥人才市场的调节作用,建立人才资源网络，大力发展教育和加快人才培养等战略措施，来实现对人才资源的战略性开发。
The talents are a key issue in western development at 21st century. Thus, western development must carry out the strategy of human resources exploitation, implement the mechanism of selection and incentives and elimination for entrepreneurs and the strategy of talents exchange, develop the adjustment function of human resources market, set up human resources network, develop education,accelerate talents cultivation to realize exploitation strategy of human resources based on the policies of giving free rein to the function of present talents, actively bringing in and cultivating talents, properly allocating the talents under market economy.
