摘要
通过对国有资本委托代理现状的分析 ,文章指出在现行国有资本管理的制度框架下 ,国有资本委托代理行为不规范 ,委托监管不力 ,国有资本运营效率欠佳 ;为此 ,必须创建国有资本委托代理关系 ,塑造出国有资本运营责任主体———国有资本控股经营公司 ,以普通企业法人身份 ,专门负责国有资本的运营 ,以促使国有资本控股经营公司规范化。
Through the analysis of the status of the state capital procuration, the essay shows that, under the present system of state capital administration, state capital procurtion isn't normal and doesn't exercise offective supervision and running. For this reason, new connetions of state capital procuration must be established and also, as a ordinary legal body, state capital operating and centrolling company, a new accountability unit which is specially is in charge of the running of state capital, shoultd be created. Additionally,there are some basic ideas in this essay advanced to standardize the state capital operating and controlling company and to run it in high efficiency.
