摘要
社区卫生服务具有综合性、普遍性、公平性、非营利性、公益性、福利性、初级保健性、可持续性、规划性、系统联动性、发展渐进性等性质 ,从而决定了政府需承担的财政支持、规范制定、监督管理三大责任。当前具备以上性质 ,体现政府三大责任的社区卫生服务不多 ,离实现社区卫生服务的目标甚远 ,需要在深入进行卫生体制改革的同时 ,发挥政府的主导作用。
The characteristics of community health service are comprehensive, general, fairness, non-profit, public welfare, primary care, sustainable, planned, systematic, and advancing gradually. These characteristics determine the three responsibilities of government, which are financing, formulating regulations and supervision. However, community health service with these characteristics and embodying the responsibilities are few at present. There is a long way to go to reach the goals of community health service. Government should play a leading role in community health service.
