摘要
回顾了我国现行粮食储备制度的发展过程并对现存问题进行了分析;简要地介绍了国外建立国家粮食储备制度的经验及其启示。我国国家专项粮食储备制度当前的问题集中在储备规模过大,提出了国家专项粮食储备制度的作用是有限的,应当降低储备规模;并为积极推进国家粮食专项储备制度的市场化改革提出了具体对策。
In 1990, state specialties repertory system was set up in China. During the ten years, this system was very useful to stabilize grain producing and to strengthen micro-controlling and to stabilize grain market and to facilitate gross balance. But this system is not perfect and the defect is evident now. At first, thin paper introduced international experience and the points can be used for reference. The main question in China is that the repertory scale in too big. This paper put forward that the effect of repertory should be evaluated again and the repertory should be reduced. At the end, this paper put forward that the state specialties repertory institution should be reformed and some measures are put forward.
