摘要
首先介绍了研制与开发水利水电工程造价管理系统的必要性，然后将水利水电造价管理系统的功能按需求划分为基本功能，特殊功能和附加功能，以满足不同层次的用户的需求，最后提出用面向对象技术来解决用结构化方法和设计水利水电造价管理系统时存在的缺点和不足。
Firstly, the paper introduces the necessity of the developing cost management system of hydraulic projects , then divides the functions of hydraulic projects cost management system into basic function, special function and subsidiary function by requirements to meet the demands of different arrangements, finally, advances to solve the defects and shortfalls with the Objected Oriented Techniques when analyzing and designing the hydraulic projects cost management system with the structural method.
