摘要
我国小水电资源十分丰富,长期以来,我国为保障小水电的发展制定了一系列的优惠政策,从而形成了具有中国特色的小水电发展政策体系。但要解决小水电发展面临的问题,必须深化电力体制改革,实行可再生能源配额制。
Small hydropower resources are very rich in China. For a long time, a series of preferential policies have been set up for safeguarding the development of small hydropower so as to form a reform system for small hydropower development with a Chinese feature. However, systematic reform of the power industry must be deepened in order to solve the problems faced by small hydropower development and a system for increasing quota of reusable energy must be carried out.
