摘要
以我国现行的《大气污染防治法》为依据，通过理论分析，从总量控制与排放标准的拉制目的、法律依据、制定部门、适用条件、适用对象、实施部门、法律责任等方面研究了二者的区别及联系，提出了在实际工作中的应用原则建议。
Based on present executed 《Atmosphere Pollutants Protection and Control Law》, the difference and connec- tion between total emission control and emission standards are investigated from control purpose, legal basis, applicable conditions, suitable objects, executive departments and legal responsibility point of view. The application principles in practice are recommended
