摘要
从中国水土资源严重短缺的现状出发 ,探讨了发展节水灌溉、开展水土保持对中国农业以及整个国民经济发展的重要意义 ;介绍了节水灌溉和水土保持两个标准分体系以及分体系中的若干个标准 ,并分析了其特点 ,即以综合标准化为基础 ,现代标准为先导 ,促进国民经济可持续发展为目标 ,提高经济、生态、社会效益为中心 ,在肯定了标准化作用的同时 。
This paper deals with the development of water-saving and the soil and water conservation as well as its relationship to the China's agriculture and the national economic development. Discussion involves the establishment of two norm systems on water-saving irrigation and soil and water conservation as well as some criterion in each system. Based on integrated standardization, guided gy morden standardization aiming to promote the sustainalbe development of national economy and focusing on the increase of economic, ecological and social benefits, some suggestions and recommendations have been proposed on further perfection of standardization while the effects of standardization are recognized
