摘要
BOT是一种私人资本参与一国基础设施建设的方式。目前 ,我国急需通过 BOT方式引进外国资本 ,发展基础设施建设 ,促进国民经济增长。本文从 BOT的性质、BOT特许协议的性质及政府保证方面对 BOT方式进行探讨。
