摘要
ITU的发展部门(ITU-D)关注电信政策的制定和管制体制方面的问题,是各国交流和探讨电信管制体制与管制措施的平台。在ITU-D第一研究组的第二研究期内设立了名为《建立独立管制机构》的研究课题Q.8/1,其课题报告已经完成。文章对报告的主要内容进行了介绍,包括独立管制机构的设立和组织、管制机构的职责及其面临的挑战。此外,对ITU的电信管制者研讨会及其取得的进展进行了介绍。
ITU-D's tasks focus on laying down telecom policies and studying the issues on regulatory systems. It is the platform for the member countries to discuss and exchange ideas about telecom regulatory systems and regulatory measures. The research job of question 8/1 of ITU-D SG1 covers the setting up of the independent regulatory organization. The main content of Q.8/1 report is introduced in this paper including the setting and organization of independent regulatory body the duties and responsibilities of regulatory body and the confronted challenges. Besides that the ITU Telecom Regulators' Seminar and its progress are also introduced.
