According to the theory, about the increasing utmost point of the regional ecnomic development and comprelensive conditions in Harbin,Harbin may be the new utmost point in Northeast,even in the mid of China in the 21st century.Because of various reasons ,Harbin should develope in the way of 'Be utmost point by oneself' by making the development theory in greening the city,by promting the city with the scientific,by creating and making the utmost point.
