摘要
信息技术不仅极大促进了经济发展 ,而且已经成为社会转型和政府治理改革的主要驱动力 ,世界各国积极利用信息及通讯技术再造本国政府管理体系 ,构建“电子政府”。文章从电子政府内涵和功能目标入手 ,重点探讨了信息技术如何变革政府并再造其服务 。
Information Technology has been one power drive to transform society and develop economy, and the main developed Countries are reengineering their governments through IT actively. This paper conceptualizes e government and explores its missions firstly, then analyzes how to reengineer government and innovate its services through IT in detail. Finally, the influences e government brings to public participation and democracy are revealed.
