摘要
西部大开发是一个复杂的系统工程 ,它的成败关系到我国社会主义建设的“两个大局” ,因此要有新思路、新方法。没有思想的解放、价值观念的更新 ,就不可能形成新思路、新方法。
The Western development is a complicated systematic project. Whether it is a success or a failure will greatly influence the socialist construction of China. To succeed, we must have new ideas and new methods. However, without ideological emancipation and renewal of outlook of values, there can't be new ideas and new methods. Therefore, renewal of values is the key to the Western development.
