摘要
提出目前我国风行以SCI(或加上EI)作为绝对评价准则来评估各单位及个人的基础性研究成绩,从而使得我国的基础性研究实际上被SCI牵着鼻子走的状况是值得令人深思的。认为SCI只是一种索引,并没有作为绝对评价准则的功能。建议应该讨论并建立更合理的评价体系。
Recently it is prevalent in China to evalvate the basic research results with SCI (and/or EI) as the absolute criterion, which result in Chinese basic research led by SCI. However, it is not the case abroad even in the birth place of SCI. Originally, SCI is an index only, not an evaluation criterion. It is proposed to discuss and establish a new appropriate evaluation system.
