近十年来,我国先后在四川、哈尔滨、大庆、新疆等地发展燃气汽车。“九五”期间,由国家科技部牵头启动了“空气净化工程,清洁汽车行动”,该工程进展顺利。以CNG和LPG为主要燃料的燃气汽车技术开发已取得阶段性成果,产业化发展格局已初见雏形。截止到2001年4月,我国试点示范城市燃气汽车保有量已达8万辆,加气站已达230座。总结我国燃气汽车推广应用的最根本经验有两条:一是哪里地方政府政策扶植得好,哪里的燃气汽车就发展得快。二是保证车用油、气之间合理的价差对燃气汽车市场的发展具有直接的推动作用。“十五”期间,我国发展燃气汽车的总体方针是:继续组织实施“空气净化工程,清洁汽车行动”,积极开发和利用国内外的燃气资源。“十五”期间,国家还将陆续出台一些与燃气汽车相关的技术标准和法规,以保障我国燃气汽车行业的平稳发展。可以预见,北京申奥成功和我国加入WTO,将给“十五”期间及今后我国燃气汽车的发展带来极大的空间和机遇。
In the last decade, China has developed gas-fuelled automobiles in Sichuan Province, Harbin and Daqing cities in Heilongjiang Province and the Xinjiang Uygur Autonomous Region. During the Ninth Five-Year Plan period (1995-2000), an event entitled 'Clean Air Project, Clean Automobile Campaign' was launched under the auspices of the Ministry of Science and Technology. So far the project has been going well. The development of gas-fuelled automobiles, with CNG and LPG as the main fuels, has seen some initial achievements. The development pattern for the industry has become clear. By April 2001, there were about 80,000 gas-fuelled automobiles and 230 gas filling stations in the pilot cities across the country. To sum up, two fundamental facts have emerged in the promotion and use of gas-fuelled automobiles: I. Gas-fuelled automobiles catch on quickly wherever the local governments support the business with reasonable policies. II.The development of the gas-fuelled automobile market will be sped up if reasonable price differences between petrol and gas fuels for automobiles are maintained. The general guideline for developing gas-fuelled automobiles in China during the 10th Five-Year Plan (2001-2005) is to carry into execution the 'clean air and clean automobile' campaign and to actively develop and utilize domestic and international gas resources. The State will also publicize technical standards and regulations related to gas-fuelled automobiles. It is expected that Beijing' s successful bid for the 2008 Olympics and China' s entry into the World. Trade Organization will bring great room and opportunity for the development of gas-fuelled automobiles during and after the 10th Five-Year Plan period.
